STREET SMARTS

I've tried researching who conducted this amazing piece of work with such a strong, deep message but I've yet to come up with an artist or a vision. Does anyone know this? It was in SoHo near Canal and W. Broadway. At first, I thought the war kids was a Banksy but I don't think so anymore. I'd love to figure out who did this!
